How the lifecycle works
The Traffic Citation Lifecycle Process Flow diagram illustrates when each stakeholder group is involved. The lifecycle begins when a law enforcement officer issues the traffic citation and continues through the adjudicatory process. The cycle is complete when the SDLA receives a conviction notice, updates the CDL holder's driving record, and imposes any sanction. The cycle begins again with a law enforcement officer verifying CDL status when conducting a roadside enforcement action.

Lifecycle Stages
Enforcement
A citation or enforcement action begins the lifecycle, often during roadside enforcement, inspection, or traffic stop activity.
Adjudication
The citation moves through court or adjudication processes, where the final disposition or conviction outcome is determined.
Conviction Reporting
Conviction information is transmitted through the appropriate reporting channels to support CDL record accuracy.
SDLA Record Action
The State Driver Licensing Agency receives conviction notice, updates the CDL holder’s driving record, and applies any required sanction.
Verification
The next enforcement or licensing interaction may involve verifying CDL status, record history, and current eligibility.
Continuous Compliance
The lifecycle supports ongoing compliance, reporting, safety oversight, and consistency across stakeholder systems.
